I would suggest staring your research on the Blizzard Force Detachment forum.

As I tell all my Cadets--read, research and UNDERSTAND before you buy anything. I always advise my Cadets to buy their boots first. There are a couple of sellers on fleabay that sell used vintage Canadian military mukluks very reasonably, and I got mine for around 35 dollars shipped. You just have to be diligent about the search, and watch Ebay weekly. this will be one of the smallest purchaes you make, but the best place to start, vs seeking out and buying armor immediately. I know of three vendors, but it honestly comes down to your body shape which one you should go with more than simply how much it costs.

your build will be done in accordance with the published CRL, a standard by which all costumes are built and judged

Blizzard Force is the go-to resource for the Snowtrooper. You will need to create a profile and post a introduction to gain access to the vendors.

Since you mentioned snowtroopers, i contacted the guy I ordered parts for a different costume, and tried to get a Snowtrooper run going earlier this year.
Ill let you know what his price is. Its thick, well formed HIPS.
